Best boat for the buck...there really isn't a best because it depends on the sailor. For a single handed sailor, I'd look at a Cal 39 Tall Rig.

Minimum training: Rules of the Road, Coastal Navigation, General Seamanship, Offshore Navigation, Weather, Ham General Class
