Default Foreign Crew ?

As my wife and I get closer to moving aboard we have been talking about having friends come at times as everyone does... (not for the initial trip south so this doesn't affect our crew search posted in the crew finder section)
But having traveled and spent a lot of time in foreign countries I have a lot of friends from outside the US. Quite a few where getting even tourist Visas for the US is difficult or impossible.
For example I have a friend who lives in the Dominican Republic, he is originally from Holland, so him coming up isn't a big deal, but trying to get a visa for his Dominican wife is difficult. I also have friends in countries such as Albania and Moldova. It would be great if my friend in Albania could come on for the pond hop and cruising the Med but he can't get a tourist visa to the U.S.

Does anyone know how it would work to bring them on as official crew?? No scam here, he would be crew and we would be eventually making our way back to his country where he would disembark... what about landing in foreign ports with foreign crew?

I have several books on the UNCLOS but none of them discuss this... Anyone with merchant service or know a good book discussing these issues?

... to better clarify...
I'm aware of how to get my friend to the US as crew... that's just a D visa or a C-1/D visa... the real question is how does it then work arriving in foreign ports which would not let the person in on a tourist visa... does their US D visa and being on a US vessel make it ok for them to land in another countries port? can they go ashore or are they stuck on the boat? is there new paperwork to do in each port for the person to be on the boat??

probably over thinking it but the red tape can really be confusing... especially when dealing with international issues...

We had a problem in Puerto Rico, our foreign crew having no visas. We were told to proceed to Ponce for inspections but decided to simply leave the US territories. At the descretion of the inspecting officers I believe crew may or may not be granted a temporary visa.
