According to both Rickett and Vogt, even after these incidents it wasn't mandatory to don life-jackets or harnesses in that area.

I think I have said this before here. My harness is my friend. It actually pulled me back onto the boat after being pushed off by my main who had a mind of it's own. I cannot imagine orders not given to wear a harness when the decks are awash. JeanneP....you said it best.....CRIMINAL
