The Caribbean Pre-Arrival Notification system, eSeaClear[sup]TM[/sup], is a service that provides vessel operators the ability to submit electronic notifications of arrival to participating Customs offices in the Caribbean. Registered users can access the system to enter and maintain information about their vessel or vessels, crew and passengers. Prior to arrival at a new country the vessel operator simply ensures the information is accurate for the upcoming voyage and submits a new notification.

Upon arrival, Customs can access the notification information to process your clearance more efficiently and without the need for the Master to fill out the declaration forms. eSeaClear was developed working closely with Customs to ensure that small vessel operators had a faster and more positive experience when clearing in and out of port.

Check out the Caribbean Compass Newspaper website or paper. The eSeaClear was designed for mega-yachts traveling between the BVI's and St Lucia. Smaller boats can use it but it does not replace the normal procedures and forms and fees that must be done in each country whether you have registered with eSeaClear or not. It adds an additional layer of procedures above the normal procedures and is not recognized by the other islands anyway as few of them have computer check-in/out or connections to the internet to access the program. It is still a "paper-work" planet.

Basically, there are local customs/immigration "fiefdoms" on each island country and they are not keen on eliminating their jobs or reducing the paperwork needed to make themselves look busy.

It is a great idea and would definitely make transiting the islands less painful, but I wouldn't hold my breathe waiting for island-wide implementation although supposedly a third island country is signing onto the program.
