The pump was disconnected by a local mechanic and not repaired before the boat was purchased. The original problem was that the boat only went 2 knots in forward gear and 8 knots in reverse. The pump has two hoses one in and one out I assume. My question is could the problem simply be that the hoses were reversed.

Do you mean a gearbox? or does this pump drive a hydraulic motor which drives the prop shaft ?
The pump has two hoses one in and one out
What is the pump connected to?
