ColReg here says the same thing except commercial ALWAYS has row. I imagine the pilot was fit to be tied. You can hear him hammering the horn....

In these waters, due to the restiction in depth, there is 1000m exclusion zone in front of commercial shipping......... everyone who sails in the Solent should be well aware of the need to keep clear!
