I heard it suggested that the US Department of Home security plans to abandon the long established HF radio transmissions, including Weather Fax - in my view essential services to mariners. Can anyone confirm or cast further light on this topic? If real, what is the best way to argue against such a plan / intention?

The information you require is available from the USCG site HERE (bottom R/H side of page 1)

It is also suggested there that you make submissions - the more the better.

To add to the above :- note that the HF transmissions relate only to the weather forecasts relayed by the US Coast Guard from many Meteorological Services based in the US.

A great pity, hard to understand how the Dept of Homeland Security has its fingers in every pie. The HF radio warnings for hurricanes, storms and tornados may be the only way yachts will get early warning of danger once other communications have broken down, eg: power, telephone lines and masts down etc.

If the automated HF Radio transmissions cease , then it is hoped that the Coast guard will still broadcast warnings locally on their VHF and standard HF equipment (which will still be a necessary part of all Coastguard ships )

NOAA does have an email service. Here is how to get it.

National Weather Service (and other) marine forecasts are available via

a variety of Government, University, Commercial and Public/Freeware

systems intended to make information accessible to users such as

mariners

who may have an e-mail capability but do not have direct Internet

access.

endorsement by the National Weather Service as to function or

suitability

for your purpose or environment.
