So I hung around there, talked to the boat owners. This was a typical government of India project. Apparently they had wanted to have it up the channel further so that boats would have to lower their mast to enter. Thankfully a boat owner convinced them that this was a bad idea!
They did not dredge before, so while they say they can have 35...its more like 20. They have electricity and water....sewage is hooked up to a hose that is led to the end of marina and dumped in the water (so why pay?).
"the only thing world class about the marina is its price".
Apparently the management thought that cruisers would dock, and then sleep in the hotel. So when you dock, you are given a room-key to use the rooms bathroom. When a boat owner asked what would happen if the room was in use it was answered with a shrug.
Not sure what else I can say...I was just dock walking which didn't take very long.
