If you happen to be around Cebu you might try Captain Hansen of Norwegian Marine. He's next to the Cebu Yacht Club. He's a no bs kinda guy and seems to get staight to the point.

Don't know if this is current info. If not just search online. If you call the office better you might want to ask for Cap Hansen's cell if not in. Milo of the Cebu Yacht Club should have his numbers, too.
