I can heartily recommend Robert Hirst (http://www.rwhirst.com/) if you are looking at buying a boat, he is based in the BVI and would fly out to St. Martin and is very picky and precise. I saw his work twice, once as a buyer and once as a seller. I can tell you that I was pretty nervous when he showed up to survey a boat I was selling
