The pump has two hoses one in and one out I assume. My question is could the problem simply be that the hoses were reversed.

A little more info needed :- Understand that the Engine is a
Volvo Penta 3000 ; what age engine ? What HP? have you got a different model number?
With a
Hydraulic pump F11C-39 Do you mean a gearbox? or does this pump drive a hydraulic motor which drives the prop shaft ?
The pump has two hoses one in and one out What is the pump connected to?
