Default ESTA or VISA to enter the US on a boat ?

Planning a trip to the United States, I would like to know if entering the USA via the ESTA procedure is possible, or if a VISA is required ?

Thank you

Default Visa on line

I have just gone through the process in Australia. It is done on-line and will take at least an hour. Photo must be less tha 6 months old. You will have to have a US address and phone number or just be creative. I chose a 5 year multi entry $140 credit card payment which take 5 hour to clear then $25 cash at the counter after a very incisive interview.
