Depends on the kind of epoxy. What are you thinking about? There are epoxies made for patching metal--similar to the old JB Weld product but more costly and more effective. Is that what you're considering? I've used such material for repair only and yes, to bond one sheet of steel to another. However, there are better ways--fasteners, rivets, welds...
