Anyone have experience with the 20hp V2 Chinese diesels? What do you think of them?

Hard to answer a non specific question. Water Cooled - Marinised ? Aircooled industrial general use, etc...

The problem with engines out of China is the number of manufacturers - some excellent with good QC. I have imported 2 motor cycle engines made by Lifan - they are excellent.

For a boat the 20 HP Air cooled could be mounted on the transom driving a "long tail" prop.

Yup, that's the one. Air cooled, and they're as cheap as dirt - like $1200 or so landed. Not a fan of longtails but it would certainly be an easy installation that way.
