The UV is not as strong as sailcloth. It is there only to act like a parasol. However, you can have the sail resewn, and it is not expensive. If the leech is torn, it can be recut, or patched....

New is better for sure. I have bought new cruising sails from both Rolly Tasker in Thailand and Lee Sails in Singapore. Both were good. The bolt rope is not an issue, with the used jobs, all you need...

That is a very nice little yacht. The bronze dunny pump alone is 'proper', and probably worth a fortune. With a full keel, relatively deep draft and low aspect rig, it should be a very comfortable...
