Safety at sea, or the lack of it, in some ways has nothing to do with safety at sea!

It has more to do with the reluctance of governments to implement conventions and agreements reached in international agreement.

If the IMO puts forward a suggestion for "soft legislation" it can take years to get all the member states to agree on the text and even longer to get them to sign up to it.

The UN is a farce in many ways but it is all we have got.
