Default Mast boot?

Does anyone have good idea on the best mast boot or best way to seal this area so rain don't come in. We have tried tape, an inner tube and seems like neither worked. The inner tube was there when I got the boat but it leaked so I took it off. Now I am wondering if I should have put back on and sealed better.
Any thoughts?
